Just checked. Alert Pay is indeed available in Philippines.

It works like Pay Pal.

Google checkout is a gateway for making purchases from Google Merchants.

A checkout account allows you to purchase from the Philippines.

As far as I know there is no availability to open a Merchant Account in the Philippines.

To clarify, GC is not a payment gateway like PayPal. You can’t send money back and forth, only to a Merchant Account holder to make a purchase of goods, subscriptions, services and donations.

Keep an eye on Alert Pay and MPAYY to see if they might have opened up Philippines market.

Haven’t had time in quite a while, but I was a Google Checkout forum expert.
